Encode an Environment Name Before It Becomes a Path Segment, Delete a Branch That Cannot Fire, and Dedupe a Registry Name by Case - #1506
Conversation
… Branch That Cannot Fire, and Dedupe a Registry Name by Case Raised by CodeRabbit against the `develop -> main` promotion pull request, whose head is `develop` and so cannot carry the fix itself. What landed differs from what was asked in one place, and the measurement is below. ## A name is free text, and it was interpolated into a URL `ename` went into `repos/<repo>/environments/$ename/deployment-branch-policies` raw. GitHub documents no character restriction on an environment name beyond 255 characters and uniqueness within the repository, so a name legitimately holds a space, a `#`, a `?` or a `/`. Each becomes something other than one path segment, and a `/` becomes two, addressing an endpoint that is not the one intended. The name is encoded with jq's `@uri` immediately before the call and nowhere else, so the raw value still renders in every message a human reads. This is the only place in the script where a name a person chose reaches a URL path: `$repo` is an `owner/repo` pair whose slash is meant, and `$id` is a ruleset id from the API. Reachable rather than theoretical, and narrow: the lookup above fails first for a name no live environment carries, so this needs a repository that actually holds an environment named that way. ## The ambiguous-entry branch is deleted rather than hardened The finding asked for `note` to become `fail`, on the grounds that an ambiguous registry entry let `cmd_check` print its match line having asserted nothing. The reasoning is right about the branch and wrong about the state, because that state cannot be reached. A duplicate name raises in `spec/resolve_description.py` and exits the script well above `check_environments`, in both modes, gated on the same registry file. Reproduced by appending a second `aiopurpleair` entry to a scratch copy of the registry and running `check` with a stub `gh` on PATH: the run exits 1 naming the duplicate, and the stub is never invoked. So a `fail` there would have been unobservable, and the branch itself could never fire. `GOVERNANCE.md` says a construct that exists to notice something must be able to notice, so the branch is gone. Its zero-entry sibling stays, under the surviving `!= 1` test, because `resolve_description` returns `None` for no match and exits 0, which leaves that case genuinely reachable. ## A registry name was unique only up to exact spelling `spec/validate.py` deduped names with `if name in seen_names`, exact, while `spec/audit.py` narrows to a named repository with `r["name"].lower()`. Two entries named `Blog` and `blog` under different owners therefore passed validation with distinct identities and both answered one `--repo blog`, with nothing reporting the collision. `spec/resolve_description.py` already carries an explicit near-miss guard for exactly a name differing only by whitespace or letter case, so the two halves of the fleet disagreed about what makes a name unique. The check is casefolded now, which is the strictness its consumer already assumed. ## Why the registry is keyed on name at all Reviewers keep proposing the `owner/repo` identity instead, and the decision lived nowhere a reviewer reads. It does now, at both lookup sites. Each comment names only what its own file does and what actually runs. ## Verification The tests run the script's own lines, lifting the reporter definitions, the surviving count branch, and the encoding line together with the call that consumes it, then executing them under the shell options `configure.sh` sets, which are lifted rather than typed. Lifting the consumer alongside the producer is the correction that matters. A first version lifted only the encoding line and re-ran it standalone, so reverting the `gh api` interpolation to the raw name left every test green. Under that same mutation now, seven cases fail. Two further mutations were run rather than reasoned about: changing the failure arm's message fails the case that covers it, and reverting the casefolded dedup fails the case-collision test. One arm is deliberately left uncovered and said so in place: the failure arm's `continue` skips lines that sit below the region these tests lift, so reaching it would mean lifting most of the function. The test that drives that arm is named for what it proves, that a failing call reports with the raw name and does not abort the run under `set -e` and `pipefail`, rather than for the `continue` it does not reach. `prose_lint.py`, `repo_gate.py` across eol and eol-coverage, `spec/validate.py`, `spec/audit.py --selftest`, `build_dist.py --check`, `ruff format --check`, `ruff check`, `mypy`, the `unittest` suite at 1323 passed, and `docker_lint.py` over shellcheck, shfmt, editorconfig-checker and cspell. `canonical_review.py check` reports no carried canonical unit changed. The changes address concrete correctness gaps (URL path construction and name uniqueness) and add targeted tests to prevent regressions.
Pull request overview
This PR tightens correctness around how registry and environment names are consumed by downstream tooling, ensuring that free-text names cannot break GitHub API path construction and that registry entry lookup semantics are consistent across validation and audit paths.
Changes:
- Encode deployment environment names before interpolating them into GitHub API URL path segments in
repo-config/configure.sh. - Remove an unreachable
entry_count > 1branch incheck_environments()and keep only the reachable "no entry" behavior. - Enforce case-insensitive (casefolded) registry name uniqueness in
spec/validate.py, with accompanying audit/documentation clarifications and new tests.
File summaries

| spec/validate.py | Casefold registry entry name dedupe to match case-insensitive consumers and improve duplicate diagnostics. |
| spec/audit.py | Document that repo selection is keyed on lowercased registry names and relies on validator-enforced uniqueness. |
| repo-config/configure.sh | Percent-encode environment names before using them as URL path segments; remove unreachable ambiguity branch. |

CodeRabbit's finding against the first version of this branch: it casefolded `spec/validate.py`'s dedup and left `spec/audit.py`'s narrowing on `lower()`, so the two sides normalized a name differently. That is the same defect one layer along from the one this branch is fixing. The two disagree on a name carrying a sharp s: lowercasing keeps the character, casefolding spells it as a double s. So an entry declared with one and selected with the other never matches, and `--repo` reports a repository missing that the registry holds. All three narrowing lines in `spec/audit.py` use `casefold` now, the same normalizer the dedup keys on. ## Verification `RegistryNameNormalizerCase` lifts those three lines out of `main()` and executes them rather than restating them, with a typed name that also carries the character so the line normalizing `a.names` is pinned alongside the two normalizing the entries. `RegistryNameUniquenessCase` gains a pair colliding only under casefold, declared in both orders so the dedup's lookup and its insert are each covered. Each of the six call sites was mutated back to `lower` on its own, and every one fails at least one test. Before this, three of the six were unpinned. The harness passes one dict as both globals and locals to `exec`. With two, a comprehension's free variable resolves against the empty globals and raises on 3.11, and nothing declares an interpreter floor for `scripts/tests`. Checked against the 3.11 interpreter this host carries rather than reasoned about. Three comments were left naming `lower()` by the switch, in `spec/validate.py`, `spec/audit.py` and a test docstring, each stating the reason for a normalizer that no longer existed. A literal sharp s in the new `spec/audit.py` comment is gone as well: it is in no charset tier, and `prose_lint.py` carries no non-ASCII check, so no gate would have caught it. `prose_lint.py`, `repo_gate.py` across eol and eol-coverage, `spec/validate.py`, `spec/audit.py --selftest`, `build_dist.py --check`, `canonical_review.py check`, `ruff format --check`, `ruff check`, `mypy`, the `unittest` suite at 1327 passed, and `docker_lint.py` over shellcheck, shfmt, editorconfig-checker and cspell. …g, and the Release-Trigger Retirement (#1489) Promotes thirteen merged pull requests from `develop` to `main`. ## What this promotes - **#1486** State the `host-tools.json` carry rule and stop the empty-overlay warning. `spec/files.json` now requires the declaration unconditionally, and `host_gate.py` no longer warns on an empty one. - **#1484** Fan the validator's pytest leg out over a `python-versions` input, so a caller with more than one interpreter no longer silently loses its other legs to a pinned 3.13, with an entry guard that refuses a value `fromJson` would otherwise admit. - **#1476** Retire the publish-on-merge release trigger, which `spec/files.json` applied to an interface contract whose task has no publish-on-merge path. - **#1479** Ship the release caller snippet and retire the not-yet-released claim. - **#1474** Exclude `node_modules` from markdownlint and Docker lint discovery at any depth. - **#1468** Move the carried-surface cluster off decision, recording the measurements and what stays unmeasured on the issues that hold them. - **#1498** Correct the release-caller snippet's publish-on-merge claim, raised by CodeRabbit against this promotion and fixed on its own branch, since a promotion PR's head is `develop`. - **#1494** Settle the markdown lint exclusion seam as a nested config. - **#1492** Check declared deployment environments and fix the carried-payload rule. - **#1501** Move the session handoff to a chain of labeled issues. Two of its units are verbatim fidelity, `AGENTS.md` "Session Scope" and `GOVERNANCE.md` "Communicating with the User", so every fleet repo picks them up on its next resync. - **#1505** Refuse a bare handoff link rather than reading it as no successor, answering a finding raised against this promotion. - **#1504** Reject a deployment environment name or branch carrying surrounding whitespace, answering two more. - **#1506** Encode an environment name before it becomes a path segment, delete a branch that cannot fire, and dedupe a registry name by case, answering two more and declining one on a reproduction. ## Closing references A `develop`-targeted pull request registers no closing reference, so the issues those pull requests settled close with this promotion. #1470 is the one that needs a word. Two of its seven acceptance items are not met as literally written, and the maintainer's decision to close it here anyway, with the basis for both, is recorded on the issue itself. Closes #1483 Closes #1473 Closes #1487 Closes #1482 Closes #1475 Closes #1470 ## Left open deliberately - **#1499**, **#1500** follow-ups #1501 filed rather than fixed. - **#1503** the validator-looser-than-its-consumer class, filed from findings on this promotion and deliberately not closed by it. Five instances recorded, and the fix is a design decision rather than a check. - **#1497** the Docker delta list never says to remove the `push:` block. - **#1472** the fleet-level pin call, deliberately not pre-empted by #1479. - **#1321**, **#1464** carry #1468's decision record and remain in their own scope. ## Verification `origin/main..origin/develop` merges clean, no end-of-line conflict. Each promoted pull request ran the fleet gate set on its own branch before merging; this promotion adds no content of its own. 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01817rckKywjfoaEV5WF9TKs
Copilot, on #1510: repo_slug()'s fallback built its value from a url the grammar refused, so a `?` or a `#` in that url survived into the slug. Raw, `repos/owner/Fixture?tab=readme/branches/main` is a request to `repos/owner/Fixture` with the rest as a query string, which reads a different resource rather than failing. That is the one shape the grammars in this branch exist to remove, and the fallback was the last place still producing it. Each fallback segment is percent-encoded now, so the same value is a 404 that names itself, which is what the fallback was for. The absent and non-string url case is encoded the same way. This is the fix #1506 already applied to an environment name before it became a path segment, reached from the other direction. A test asserts no fallback slug carries a `?`, a `#` or a space, over the four url shapes that produced one.
