Generate the Central CodeRabbit and Qodo Settings From the Hub - #3913
PR D of the review-cutover track (#3877): generate the owner's two central bot-settings repositories, ptr727/coderabbit and ptr727/pr-agent-settings, from the hub.
scripts/central_config.py renders each repository's README (sources under repo-config/central/<name>/README.md) and its one config file. The config file turns automatic review off account-wide: reviews.auto_review.enabled: false for CodeRabbit, [config] disable_auto_feedback = true for Qodo.
A live gate keeps the config file out while any live registry repository under the owner lacks its own file on its default branch setting the same key to a bool. A central auto-off file silences the bot on every repository without its own file. That happened for an hour on 2026-11-06, before this gate existed.
precondition reports the gate. write puts the files into a checkout of the settings repository, and adds or removes the config file as the gate says. It never stages or commits. check diffs the live repository against what write would produce, and reports a config file present while the gate fails as drift.
Both settings repositories get a registry entry with status: "excluded". The fleet membership audit reports every owned repository without an entry as a defect, and excluded keeps them out of audit scope.
Docs: docs/repo-config.md "Central Bot Settings", scripts/README.md "central_config.py", and pointers from repo-config/README.md and docs/pr-reviewer-reference.md.
The maintainer chose this design on 2026-11-07. The content is rendered with no committed hub copy, the gate is live rather than a registry flag, and the repositories are kept out of the fleet baseline. Nothing here writes to either settings repository. Carrying the result there is a pull request in each one, with its own go-ahead. Relates #1464, which stays open for its compliance-checklist half.
Local Review
Three recorded local-strict-review passes over the full diff against develop. Two edit rounds fixed:
the gate holding vacuously on an empty fleet,
a .git registry URL not resolving,
an unreadable registry entry silently opening the gate,
the Qodo key-by-key override wording,
write's exit code on a withheld file being undocumented,
the missing scripts/README.md and repo-config listings,
the missing registry entries.
Open findings
None. The two docstring findings left open on 6809c6c's push are fixed in d7f578e.
Fixed since the first push: the gate wording, CONFIG_DIR reuse, a shared agent_policy.apply writer with an explicit removal case, the Qodo README naming .pr_agent.toml, the docstring coverage CodeRabbit's pre-merge check asked for, an unparseable-TOML test, and the exit-code docs (only precondition exits 1 on a failed gate).
Declined consolidations, with evidence
Merge key_problem with agent_policy.judge_yaml and judge_toml. The judges assert exact values across several keys, and return assertion lists against a render. key_problem asks one question of a repository's own file: does it set this key to a bool? A shared parser would save a few lines and couple the gate to the judges' contract.
Parse registry URLs with spec/validate.pygithub_identity. Importing spec/validate.py pulls in markdown_it at import time, which this script's dependencies don't carry. gh_graphql.ORIGIN is already imported and parses the same URL forms, .git suffix included.
Share agent_policy's run and main plumbing. Each script owns its command line. The overlap is a print loop and an exception-to-exit mapping a few lines long.
Route check's README read through agent_policy.check_file. Its missing-file message names configure.sh apply --checkout, which is wrong for a settings repository, so reuse would mean widening check_file's signature for one caller.
Nothing re-runs the gate after the central file merges. Each fleet repository's own .coderabbit.yaml and .pr_agent.toml are already asserted on its default branch by repo-config/configure.sh check (check_agent_policy), so a resync dropping a repository's file is caught there. A scheduled central check is recorded as a follow-up on Session Handoff [review-cutover]: Step-2 Reports In, Step 3 Left to Peer Sessions, Check-In 1 Next #3877 rather than added here.
CodeRabbit's inheritance: true merges a repository's file with the central one. No fleet file sets it: the hub's .coderabbit.yaml does not, and agent_policy.py never writes the key. The gate requires the key in each repository's own file either way.
Drop the isinstance guards in fleet_repos. An earlier pass asked for a malformed entry to refuse rather than be skipped. Without the guards it ends in an AttributeError traceback instead of a refusal.
The pre-commit hook passes: ruff format and check, mypy, the prose gate, and eol. uv run --no-project --script spec/validate.py passes (2 excluded entries valid), and so does uv run --no-project --script scripts/build_dist.py --check.
tests/test_central_config.py covers each gate state with constructed data:
the gate holds;
a file is absent, unparseable, missing the key, or sets it to a non-bool;
archived, excluded and other-owner entries are ignored;
a .git URL reads, while an empty fleet and an unreadable entry each refuse;
write writes, removes, dry-runs and stays idempotent, and refuses a wrong origin;
check covers all four config states, README drift, and an unreadable read.
Add scripts/central_config.py, which writes the two account-wide bot
settings repositories from the hub. Each README is a hand-authored
source under repo-config/central/, and the config file text is a
constant rendered by the script, so no generated tree is committed.
A central file with automatic review off silences the bot on every
repository that lacks its own file, which happened once to CodeRabbit.
So the config file is written only while every live registry
repository under the owner carries its own file on its default branch,
setting the same key to a bool, and is removed when that stops holding.
The precondition, write and check subcommands share that gate.
Document the section in docs/repo-config.md and point to it from the
reviewer reference.

Once the file is present, every registry repository already carries its own,
so the central default reaches only a repository the registry renders nothing for.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The gate held vacuously where the registry listed no live repository under the
owner, so a mistyped owner would land the central auto-off file. It now refuses.
It skips excluded entries as well as archived ones, and it reads each entry's
URL through gh_graphql's ORIGIN pattern, so a URL ending in .git resolves.
The fleet membership audit reports every owned repository with no registry
entry as a defect. So both settings repositories get an excluded entry, which
keeps them out of audit scope. scripts/README.md now documents the script.

…erride Wording
A registry entry with no readable url was skipped, which dropped its repository
from the gate and opened it. It now refuses.
Qodo applies a repository's own .pr_agent.toml over the central file key by key,
so the docs no longer say the repository uses its own file instead. The docs
also say write exits 0 when it withholds the config, and that check runs again
around the settings pull request's merge. Each list of scripts, and each list of
repo-config contents, now names what this change adds.

Summary
Settings and fleet eligibility scripts/central_config.py, registry/repos.json, tests/test_central_config.py, repo-config/central/*/README.md
Defines CodeRabbit and Qodo settings, identifies eligible fleet repositories, and checks their default-branch config values. The registry marks the central settings repositories as excluded.
Central file write and check scripts/central_config.py, tests/test_central_config.py, docs/repo-config.md, repo-config/README.md
Adds writing and checking of generated README and central config files. The writer removes or withholds config when the fleet gate fails, and supports dry-run.
CLI and usage documentation scripts/central_config.py, tests/test_central_config.py, tests/test_cli_usage.py, scripts/README.md, docs/pr-reviewer-reference.md
Adds the precondition, write, and check commands, their exit handling, and related usage documentation.

🟡 Changes recommended
Four active findings remain around inaccurate documentation, duplicated configuration-path logic, and divergent write behavior, so the change needs follow-up before approval.
This pull request adds hub-managed generation and validation for the owner’s central CodeRabbit and Qodo settings repositories. A live fleet gate ensures central automatic-review settings are withheld while any applicable repository lacks its own configuration.
Changes:
Adds scripts/central_config.py with gated precondition, write, and check commands.
Adds central README sources, registry exclusions, and operational documentation.

agent_policy.apply now writes each planned text and deletes each path given for

central_config.write plans its README and config through it rather than

The gate's docstring and help text now say it covers live registry repositories
under the owner. The Qodo README names .pr_agent.toml as the file carrying the key.

A malformed .pr_agent.toml is now covered, so losing its parse guard would fail
a test rather than end a command in a traceback. The four command-line
functions carry docstrings, the check drift line reads as a sentence, and the
docs name each repository's own file where the gate's rule is stated.

check reads a withheld config as no drift and exits 0, as write does, so the
docs saying each subcommand exits 1 on a failed gate were wrong. They now name
precondition as the only one, and a main-level test pins check's and write's
exit on a withheld config.

The module docstring said a repository's own file makes the central one ignored,
which holds for CodeRabbit only, since Qodo overrides key by key. And fleet_repos
said no review runs on an excluded repository. The true reason is that such a
repository sits outside the fleet, so the account-wide auto-off default is meant
to reach it.

…om the Hub (#3921)
## Summary
Promotes #3913 to `main`.
- **The central bot-settings repositories are written from the hub
(#3913).**
- `scripts/central_config.py` writes the README and the auto-off config
file for `ptr727/coderabbit` and `ptr727/pr-agent-settings`.
- A live gate withholds the config file while any live registry
repository under the owner lacks its own file setting the same key, so a
central auto-off file can no longer silence a bot on a repository that
has none.
- Both settings repositories get `excluded` registry entries, so the
fleet membership audit stops reporting them.
- `scripts/agent_policy.py` gains a shared `apply` writer, and
`agent_policy.write`'s behavior is unchanged.
Nothing is written to either settings repository by this promotion. Step
3 of the review-cutover track (#3877) runs `central_config.py write`
from a hub checkout at the new `main`, with its own go-ahead. Relates
#1464, which stays open for its compliance-checklist half.
