feat(web,mobile): adopt upstream PR list blocked sorting and mobile pull-to-refresh

Description

Integrates upstream changes from release/2026-09-20 into Pylon with adversarial review:

• PR List "Blocked on me" sorting (d99bc5a4d7, upstream #12508): Adds "blocked" sorting option to web pull request overview. Partitions work according to involvement (authored vs reviewing) and ranks by actionability (conflicts -> changes requested -> failing checks -> drafts -> awaiting review -> approved -> closed/merged).
• Mobile pull-to-refresh on list screens (8c3b5bef17, upstream #12515): Enables alwaysBounceVertical on mobile list screens so RefreshControl can be pulled even when content height is shorter than the viewport on iOS. Keeps FlatList mounted in FileTreeBrowser when an empty error occurs with a retry action in ListEmptyComponent.
• Android composer placeholder single-line ellipsize (b44c1ce5d2, upstream #12605): Cuts long hint text to a single line with TextUtils.TruncateAt.END dynamically during onMeasure to avoid multi-line layout jump on Android devices with large font scaling.
