fix(web): show model shortcut and keep dialogs interactive

Pylon's model picker tooltip omitted its configured keyboard shortcut, and shared dialog popups inherited desktop titlebar dragging. The tooltip now includes the resolved modelPicker.toggle shortcut when keybindings are available, and dialog popups declare no-drag so their controls remain interactive in desktop titlebar areas.

Source: frozen T3 commit 24b711b7f9ccba03518551991e466e2e4f8ace5a (#11593), partial adoption. The z-30 additions to ModelPickerSidebar and shared ProviderInstanceIcon are omitted: Pylon has no confirmed icon overlay failure, and raising the shared icon across settings, sidebar, usage, and composer surfaces could alter stacking. The server Forgejo and iOS terminal hunks are outside this web UI PR and are being handled separately.

Validation: 129 focused tests passed; web typecheck passed; changed-file lint passed. In an isolated web session, the onboarding dialog's computed -webkit-app-region was none before and no-drag after. The browser rendering is otherwise visually unchanged, as expected for an Electron drag-region fix. Before and after screenshots are attached in the UI evidence comment.
