docs: bring NOTICE, the font docs and the test ledger up to today - #232

NOTICE is a licence document, and AGPL 5(a) asks for the modifications
this project makes to the vendor tree. Today's work changed several of
them and the file still described yesterday's:
* x2t_helper.js now streams the module straight off the response rather
than out of a gzip, and runs in a worker as well as in the frame
* x2t.worker.js is new, and is ours
* x2t.wasm ships brotli-compressed, not gzip
* the font picker's thumbnail sprites gained nine tiles
* AllFonts.js itself is edited -- the licensing sweep re-pointed rows at
substitute faces and added nine families, which "the catalog registry
is unchanged in shape" did not say
docs/fonts.md and its Chinese twin gain the fourth thing a new family
needs, and a section on the sprites: the format (nothing else documents
it), why allfontsgen cannot be used here (60 of 202 rows are aliases no
font file carries, and it would drop every one), and the commands.
docs/test-matrix.md marks the vendor-contract sentinel covered, and
records two escapes -- #218 and the blank editor after a worker swap --
in the table that exists to track what the matrix missed.
