I spoke with the Astropy Coordinating Committee (https://www.astropy.org/team.html) last Wednesday about this and they voted at today's meeting. I am excited to have Astropy joining as a SPEC Core Project. I will leave this open for a few days to let other folks thumbs up or respond. |

This PR adds Astropy as a core project, as per discussion with @jarrodmillman
cc @nstarman @ceb8 @aaryapatil @kbwestfall (the other current astropy coordinators)
