collectWorkflowRuns derives each workflow's state from its latest run on any branch, so ten red PR runs reported the main Test gate broken while main was green and deployed on 2026-09-08.

Target: scripts/tools/daily-checkin-data.mjs

Verify with: pnpm vitest run test/unit/daily-checkin-observability.test.ts with a regression case where a failing PR run follows a passing main run
