ci: enable CodeRabbit reviews on all branches and forks

What

Adds a .coderabbit.yaml config file to the repo root.

Why

CodeRabbit was skipping reviews on PRs that target non-default branches (e.g. development, staging, testing, feature branches). This meant only PRs into production were automatically reviewed.

• base_branches: [".*"] — regex that matches any target branch, so every PR gets reviewed regardless of which branch it's merging into.
• review_status: true — the "Review skipped" status message is replaced with an actual review on all branches.
• Fork PRs are covered automatically once auto_review.enabled is true and the branch pattern matches.
• chat.auto_reply: true — CodeRabbit responds to @coderabbitai mentions in comments.

No behaviour changes to CI pipelines or branch protection rules.
