docs(repo): record the lagging-pin hole and the shared deno import map - #252

Two learnings from retiring the local guards. The contract version law must refuse to judge while the stryker-published pin lags the workspace version, because a raised version otherwise clears any narrowing with no changeset. The scripts deno.json also resolves the e2e trace scripts, so pruning it to its neighbours' imports breaks Export telemetry in every e2e lane.

Compounds two learnings from retiring the local guards (#247, #249) into docs/solutions, as ruling 38b requires.
tooling-decisions/released-baseline-law-refuses-a-lagging-pin.md: while the stryker-published pin lags the workspace version, a raised committed version clears any contract narrowing with no changeset, so the contract version law refuses to compare (stale baseline) unless nothing narrowed. Names the two scenarios that hold it.workflow-issues/shared-deno-import-map-feeds-the-e2e-trace-scripts.md: the scriptsdeno.jsonalso resolvesexport-traces.tsandimport-traces.ts, so pruning it to its neighbours' imports failsExport telemetryin every e2e lane.No existing doc covered either area (
verdict-cache-content-keyed-reuse.mdandtempo-live-store-drops-long-lane-traces.mdare adjacent but answer different questions). Docs only, so no changeset. Both docs pass the solution-doc validator andpnpm format:check.
