Missing function `Safe\hash_file`

hash_file can return string or false. It would be nice if we had a safer version of this function which would throw an exception if it returned false.

Perhaps you could try to use https://github.com/phariscope/SafePHP until the official Safe PHP take a decision. I have just added this function.

It is due to a missing return type in the PHP documentation, see php/doc-en#4671.

Anyway, even if it is fixed in the PHP 8.4 documentation, a specific rule can be added to detect it in previous versions. I can try to find time to fix it.
