Config: Add exllamav3 layer map option - #499

Expose the exllamav3 RYS layer map as model.layer_map in config.yml (list of layer indices or a string spec such as "0..6,4..6") and pass it to Config.from_directory so the model is built with the mapped layer order. Also accepted on the /load API for parity with other offload knobs.

Exllamav3 has had the layer map option since version 0.0.31 yet it isn't exposed in TabbyAPI.
