Adds cache: pip (keyed on pyproject.toml) to every setup-python step in ci.yml. Cuts the per-job install from a full PyPI download to a cache restore. No change to what is installed or checked; caches are branch-scoped by GitHub and auto-evicted.

🤖 Generated with Claude Code

Every job reinstalled ~100 packages from PyPI. setup-python's built-in pip
cache, keyed on pyproject.toml, restores the wheel cache instead. Caches are
scoped per branch by GitHub (fork PRs cannot write caches the base branch
reads), and the store is bounded and auto-evicted after 7 days unused.

code-review-graph review

Overall risk: 0.00 (LOW) — 0 changed function(s)/class(es), 0 affected flow(s), 0 test gap(s)

Token savings: this graph-backed report used ~1,145 fewer tokens (~94%) than reading every changed file in full (estimated, chars/4 approximation).
