Tracking Issue: List(List(bool)) compression

We want to be able to compress list of lists of bools of the following structure:

[TFFFFFFFF, TTFFFFFFF, TTTFFFFFF, TTTTFFFFF, TTTTTFFFF, TTTTTTFFF, TTTTTTTFF, TTTTTTTTF, TTTTTTTTT]
[TFFFFFFF, TTFFFFFF, TTTFFFFF, TTTTFFFF, TTTTTFFF, TTTTTTFF, TTTTTTTF, TTTTTTTT]
[TFFF, TTFF, TTTF, TTTT]

This could be a function over a sequence array using a scalar fns.

However are the runs really that small. Maybe fastlanes.rle for a bool
