Notification images shouldn't be fetched through service worker for declarative push #419

In whatwg/fetch#303, it was agreed that fetching notification images should go through the service worker. However, we probably don't want to do that for declarative pushes (with mutable = false), since the point is to not start the service worker in response to them.
(This would need some changes to the Notification API spec as well)
