Specifies a `Complex` value type (`models/complex.py`) wrapping a SIA with `is_maximal`, the selecting substrate, and a lightweight exclusion set of overlapping candidates excluded in its favor. `complexes()` returns `tuple[Complex, ...]`; `maximal_complex()` returns a null-object Complex when no candidate is irreducible. The exclusion postulate becomes a named, always-on `validate.non_overlapping(...)` postcondition rather than an emergent property of the condensation loop. Advances ship-criterion #1.
