[TRTLLM-17086][feat] Agg Helix KV cache, part 1: prefill allocation and sizing - #20759
First step toward running Helix context parallelism in aggregated serving, on the KV cache side. In aggregated serving, requests now keep the full prompt on every CP rank instead of being sliced per rank, so KVCacheManagerV2 can allocate prefill KV in global ledger blocks. Agg Helix stays off by default until it is validated end to end.
Changes
TRTLLM-17124: allow prefill KV allocation for agg Helix requests
merge_requests: aggregated Helix requests are merged with merge_requests_to_llm_requests, so every CP rank holds the full prompt (prompt_len == total_input_len_cp). Disaggregated Helix still uses merge_helix_requests, which deals the prompt's blocks round-robin across ranks. PyExecutor passes is_disagg=self.kv_cache_transceiver is not None.
KVCacheManagerV2.resize_context: the Helix guard now raises only under disaggregated serving (self.is_disagg), where requests hold just this rank's slice. Aggregated requests allocate as usual, sized in global ledger tokens. The check uses the serving mode rather than the two lengths, so every rank reaches the same decision.
TRTLLM-17126: Helix KV cache sizing for aggregated serving
_configure_helix_kv_cache_capacity: under agg Helix, a free_gpu_memory_fraction of 0.9 (the default) is lowered to 0.6, with a warning, to leave room for prefill activations, since Helix skips memory profiling. The check compares values because trtllm-serve always passes 0.9, so an explicit 0.9 is lowered too; any other fraction is used as given. An explicit max_tokens or max_gpu_total_bytes still overrides it.
Temporary pieces (removed in TRTLLM-17127)
The startup guard and TRTLLM_HELIX_AGG_EXPERIMENTAL.
The 0.6 fraction override (_HELIX_AGG_FREE_GPU_MEMORY_FRACTION), which profiling will replace.
Not affected
Disaggregated Helix: requests are still sliced by merge_helix_requests, generation servers never call resize_context, and the fraction override applies only when the server is not disaggregated.
Test Coverage
test_request_utils.py: aggregated Helix keeps the full prompt on every CP rank (prompt_len == total_input_len_cp); the existing sliced case now runs as disaggregated.
test_kv_cache_manager_v2_helix_superblock.py: aggregated Helix request accepted; disaggregated Helix request rejected, including a slice that equals the full prompt.
test_mamba_cache_manager_v2_helix.py (new): MambaHybridCacheManagerV2 quota-to-token conversion under Helix for cp=2/4/8. It returns whole ledger blocks of global tokens and charges KDA state per request slot.

Dev Engineer Review
Aggregated Helix requests now retain the full prompt on each CP rank. Disaggregated Helix continues to partition prompts.
Aggregated Helix requires KVCacheManagerV2 and chunked prefill. Executor creation also requires TRTLLM_HELIX_AGG_EXPERIMENTAL=1.
When capacity profiling is skipped and no explicit quota or memory limit is set, aggregated Helix uses a default free_gpu_memory_fraction of 0.6. Disaggregated Helix does not receive this adjustment.
merge_requests now accepts is_disagg, which the executor sets based on whether a KV cache transceiver is configured.
The supplied CI report says one job failed and another was unstable. It does not identify the failing tests. Results for the changed unit tests are unavailable. No current review findings were supplied.
QA Engineer Review
Modified unit tests cover prompt retention and partitioning, KV-cache sizing and context resizing, and Mamba quota-to-token conversion for CP sizes 2, 4, and 8. Other test changes update executor and topology stubs. The available evidence does not establish whether these tests appear in integration test lists. Coverage is needs follow-up because the reported CI run failed or was unstable, and test outcomes are unavailable.

It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The changes distinguish aggregated and disaggregated Helix behavior. They add aggregated-mode gating and memory sizing, preserve full prompts for aggregated requests, and update context-resize handling.
Executor creation rejects aggregated Helix unless TRTLLM_HELIX_AGG_EXPERIMENTAL is "1". Aggregated capacity sizing uses a 0.6 free-GPU-memory fraction when the configured value is the default. Tests cover memory fractions and cache quota conversion.
The executor passes disaggregated state to merge_requests. Disaggregated Helix partitions prompts, while aggregated Helix retains the full prompt on every CP rank.
The new Helix test can miss regressions in production quota sizing, so production-backed coverage should be added before or shortly after merge.

The Helix tests call sizing helpers on SimpleNamespace objects, not KvCacheCreator.__init__. The executor creator tests also force has_cp_helix() to return False and replace KvCacheCreator with a dummy class. Add one focused test in tests/unittest/_torch/executor/kv_cache/test_kv_cache_manager_v2_helix_superblock.py that covers:
V1 manager: constructor raises.
V2 manager with finalized chunked_prefill=False: constructor raises.
V2 manager with finalized chunked_prefill=True: constructor succeeds.

LGTM from the disagg side. Nit: could we mark test_mamba_cache_manager_v2_helix.py as cpu_only? It tests quota arithmetic with stubbed dependencies and doesn't need a GPU, so it could run in the CPU stage.

Exercise the production quota calculation in the Helix case.
This test replaces _get_quota_from_max_tokens_impl and several quota helpers with synthetic lambdas. It covers Helix page rounding, but not the production attention quota or state/snapshot sizing helpers. The existing GLM quota test covers the production Mamba calculation without Helix, so it does not cover this combined path. Add a Helix case that uses the production implementation, or document equivalent coverage.
