🧾 Title

docs(agents): make PR and issue template usage explicit in AGENTS.md

🧠 Summary

AGENTS.md rule #3 says "use templates" but does not explain HOW. The agent reads the rule and then writes a freeform body anyway, bypassing the template entirely. The procedure needs to be spelled out step-by-step so there is no ambiguity.

📦 Scope

  • Expand the "Issue and PR templates" section in AGENTS.md with an explicit step-by-step procedure
  • Cover both PRs and issues
  • Make clear the agent must read the file first, copy every section, fill it in, and never write freeform

🚫 Out of Scope

  • Changes to the templates themselves
  • Changes to prompt.md

✅ Acceptance Criteria

  • AGENTS.md includes step-by-step instructions for using the PR template
  • AGENTS.md includes step-by-step instructions for using issue templates
  • It is explicit that freeform bodies are not allowed under any circumstance

🧪 Testing / Validation

  • PRIME's agent follows the template on the next PR it opens

🧰 Implementation Notes

The agent bypasses the template because gh pr create --body "..." ignores the file entirely. The fix is to instruct the agent to read the template file first and populate every section.
