Cuts 0.5.0 — the version bump in rust/Cargo.toml (the one place it lives, so
both the wheel and the conda recipe read it from here) plus the dated CHANGELOG
heading over the entries already under [Unreleased].

Minor rather than patch, because the release carries a breaking change to the
frozen api:: surface: api::workspace_delete and flows::lifecycle::purge_all_data
each take one more argument, an Option<&Path> for devpod's home directory. The
CHANGELOG entry says what an out-of-tree caller passes there.

What ships in it: workspace removal no longer leaks the devcontainer's Docker
volumes (#324, #325), and a dotfiles refresh recovering a workspace whose chezmoi
config predates a new template variable, which was already in [Unreleased].
