Issue being fixed or feature implemented

A fork or mirror of this repo can't move CI to other runners without editing workflows. The build.yml runner selector always uses ubuntu-24.04 / ubuntu-24.04-arm unless the hosted backlog escalates a run to RUNNER_AMD64/RUNNER_ARM64. Guix, clang-diff-format, prevent-master-pr and ccache pruning hardcode their labels. Four small workflows share DASH_LIGHT_RUNNER, so they can't be pointed at different runners.

What was done?

Each workflow now gets its runner label from its own variable. Unset variables fall back to today's label, so nothing changes until one is set.

  • build.yml: RUNNER_DEFAULT_AMD64 / RUNNER_DEFAULT_ARM64 replace the selector's GitHub-hosted defaults. The pre-lint and fast-path rungs fall back to them as well. RUNNER_AMD64 / RUNNER_ARM64 stay the escalation runners, and ccache pruning uses RUNNER_DEFAULT_ARM64.
  • RUNNER_GUIX_BUILD, RUNNER_CACHE_DEPENDS_SOURCES (scheduled run), RUNNER_CLANG_DIFF_FORMAT, RUNNER_PREVENT_MASTER_PR.
  • RUNNER_LABEL_MERGE_CONFLICTS, RUNNER_MERGE_CHECK, RUNNER_PREDICT_CONFLICTS, RUNNER_SEMANTIC_PULL_REQUEST, each falling back to DASH_LIGHT_RUNNER and then ubuntu-latest.
  • The runs-on input of cache-depends-sources.yml no longer has a hardcoded default, so the variable applies whenever no caller passes one.
  • ci/README.md lists every runner variable with its default, plus the architecture each must match.

With RUNNER_DEFAULT_AMD64, RUNNER_DEFAULT_ARM64, RUNNER_CHECK_SKIP and the per-workflow variables set, no job uses a hardcoded label.

How Has This Been Tested?

  • test_select_dynamic_runner.py: 46 tests pass, including two new ones. One checks that the default variables replace the hosted labels for every output. The other checks that escalation still overrides them per architecture.
  • I ran select_dynamic_runner.py with and without RUNNER_DEFAULT_*_VAR set. With them set, all five runner outputs follow the variables; without them, the outputs are the old labels.
  • zizmor with .github/zizmor.yml reports no findings. actionlint reports the same 32 findings as on develop and nothing new.

Breaking Changes

None. When no new variable is set, every job runs on the same label as before.

Walkthrough

CI workflows now support repository-variable runner labels, with fallback labels retained when variables are empty. The dynamic runner selector accepts configurable AMD64 and ARM64 defaults and applies its existing Blacksmith selection logic. The build workflow passes those defaults to the selector and uses the ARM64 default for cache pruning. Tests cover configured defaults under two backlog conditions. The CI README documents runner variables and selection behavior.

Estimated code review effort: 2 (Simple) | ~15 minutes

Merge Risk: Moderate · up to 696c3

Custom runners can break cache pruning, and a persistent default runner can execute untrusted pull-request code if configured contrary to the documented isolation requirement. Resolve the pruning requirement and confirm safe runner configuration before merging.

Final validation — Phase 1 + Phase 2

The runner parameterization preserves the existing defaults and correctly separates per-architecture escalation, pre-lint, fast-path, Guix, and lightweight workflow runners. The historical CodeRabbit concerns are addressed in the current head by explicit cache-backend, architecture, and self-hosted trust-boundary documentation; no actionable findings remain. CI reports no failures, while the source-build jobs covering the changed workflows are still queued.

A fork that wants CI on other runners has to edit workflows: the
build.yml runner selector hardcodes ubuntu-24.04 and ubuntu-24.04-arm as
the runners it uses unless the backlog escalates, and guix-build,
clang-diff-format, prevent-master-pr and ccache pruning hardcode labels.

Give each workflow its own runner variable:

- build.yml: RUNNER_DEFAULT_AMD64 / RUNNER_DEFAULT_ARM64 replace the
  selector's GitHub-hosted defaults. RUNNER_AMD64 / RUNNER_ARM64 keep
their meaning as the escalation runners, and ccache pruning follows
  RUNNER_DEFAULT_ARM64.
- RUNNER_GUIX_BUILD, RUNNER_CACHE_DEPENDS_SOURCES (scheduled run),
  RUNNER_CLANG_DIFF_FORMAT and RUNNER_PREVENT_MASTER_PR.
- RUNNER_LABEL_MERGE_CONFLICTS, RUNNER_MERGE_CHECK,
  RUNNER_PREDICT_CONFLICTS and RUNNER_SEMANTIC_PULL_REQUEST, which fall
  back to the shared DASH_LIGHT_RUNNER.

Every variable defaults to the label used today, so nothing changes
until one is set. ci/README.md lists them all.

Both landed after the per-workflow runner variables were written, so they
still name their runner directly. RUNNER_CHECK_MILESTONE falls back to
DASH_LIGHT_RUNNER like the other light workflows, and RUNNER_GUIX_ATTEST
defaults to ubuntu-24.04, the runner the attest job uses today.

@thepastaclaw review

Rebased onto develop 6c9bfca (new head 696c380). The only conflict was predict-conflicts.yml: it keeps #7953's fork guard and timeout-minutes: 20, and runs-on uses RUNNER_PREDICT_CONFLICTS. The new third commit adds RUNNER_CHECK_MILESTONE (check-milestone.yml, which falls back to DASH_LIGHT_RUNNER as #8008 set it) and RUNNER_GUIX_ATTEST (the Guix attest job added by #7998, default ubuntu-24.04) to the variable table. Both landed after this PR was written.

Provide the pruning tools on custom runners.

If RUNNER_DEFAULT_ARM64 names a self-hosted runner without gh or jq, the pruning step fails on every default-branch push. The workflow run then fails even when the builds succeed. Install these tools in the job or document them as runner requirements. (docs.github.com)
