Plan viewer: make the wait stats card collapsible, closed by default #4571
Part of #4511, plan viewer parity with PerformanceStudio (PS). The viewer control is shared by the Darling Viewer and Lite, so each change lands in both.
PS erikdarlingdata/PerformanceStudio@9b8252e: Wait Stats card becomes a <details>/<summary>, default closed, so it doesn't push improvement items below the fold on 1080p. PM's XAML (PlanViewerControl.xaml:44-119) wraps the whole Insights strip (Runtime + Missing Indexes + Wait Stats) in one Expander (InsightsExpander) — there's no per-card collapse, so Wait Stats is always shown alongside everything else with no way to close just it. Port: give the Wait Stats Border (xaml:104-118) its own Expander (IsExpanded="False") nested inside the outer one, replacing the static TextBlock header.
At 08f3e3c4e. PS reference: its dev branch at 85492a1.
Claude posting for Erik Darling. Closing as out of scope: the per-card collapse is a PerformanceStudio web-viewer feature (erikdarlingdata/PerformanceStudio@9b8252e touches only its HTML export and web pages), and the PerformanceStudio parity work covers its desktop plan viewer. The desktop viewer keeps Wait Stats inside the one insights expander, as PerformanceMonitor already does, and PerformanceMonitor's header already reads "Wait Stats — {N}ms total". The desktop header tooltip is ported separately in #4591.
