Create new v1alpha2 API to start working ontop.
Introduce APIResourceSchema object. Will not be used yet.
Add CLI utility to create these objects from CRDs inside the cluster.

We can extend this later with a controller, but CLI will be enough for now.

Open question: Should APIResourceSchema be cluster scoped or namespace scoped? This is still open question in the document too.
