Release prep for CLI 2.1.0, the additive step of RFC #466 (D1). The changes since v2.0.1 are already on main:

• Provider contract 1.3.0 (feat: provider contract 1.3.0 context: cache_dir, env_file, target_defaults (RFC #466 PR A1) #467, A1): cache_dir, env_file environment contributions (they reach the fingerprint pass, the compile and later hooks), and manifest target_defaults.
• Browser watch (feat: browser-watch supervision for labelle run --watch (RFC #466 PR A2) #470, A2): labelle run --watch for providers whose run replacement declares .watch = true.
  • Core watches and rebuilds; the provider serves and reloads the browser.
  • Output is published only when a rebuild fully succeeds.
  • Changes that affect the running replacement get a restart diagnostic.
  • Replans are transactional (Watch: make a watched rebuild's replan transactional (roll back all replanned state on failure) #469), and prebuild steps refresh with their ignores (wasm serve --watch: refresh the watcher's ignore list when prebuild outputs change #463).
  • Children are supervised: POSIX process groups, Windows job objects.
• Agnostic cleanup (chore: neutral fixtures and comments in ten core files (RFC #471 X1) #472): the guard allowlist goes from 53 to 34.

This PR bumps build.zig.zon .version to 2.1.0 and DEFAULT_ASSEMBLER_VERSION to 0.118.0 (protocol 7: describe, generate --target, upgrade backend, target-keyed asset_compression, iOS codegen fixes).

Local: labelle version prints v2.1.0; zig build test 1147/1152 (5 skipped).

Known follow-ups: #474 (watch edge cases, planned for 2.1.1), #473, #456, #465.
