Review comments at @gui/src/components/provider-workspace/ProviderAuthPanel.tsx:
- Line 727: Give the paused-key main row button a distinct accessible name that
conveys both resuming and activating the key, while keeping the dedicated resume
button’s name unchanged. Add the corresponding `pws` translation key to every
locale dictionary and use it in the main row button’s `aria-label`.
Review comments at @src/cli/account-extended.ts:
- Around line 851-858: Update the `wantsJson` output in the API-key pause/resume
flow to include the active-account change reported by `result.json`: expose the
active ID using `activeAccountId` with `activeId` as fallback, preserving `null`
when neither is present, and include whether `activeAccountChanged` is true.
Keep the existing text-mode output unchanged.
Review comments at @src/providers/key-failover.ts:
- Line 570: Update the compact-path catch in `selectProactiveApiKeyTransport` to
map `ProviderApiKeyPausedError` to the same 403 `permission_error` response used
by the Responses transport, while preserving the pacing-overload handling and
rethrowing unrelated errors.
Review comments at @src/server/management/provider-routes.ts:
- Around line 905-906: Extract a shared helper that determines whether a
provider has a stored API key, including a non-empty pool for providers whose
auth mode is neither OAuth nor forward. Use it for `hasApiKey` in the provider
listing, `auth-cors.ts`, and the PATCH response in `provider-routes.ts` so all
three report the same result.
Review comments at @src/server/responses/request-transport.ts:
- Around line 643-646: Update the catch around refreshDispatchAdapter in
oauthDispatch to handle ProviderApiKeyPausedError (through its
OAuthAccountPausedError base) by returning a 403 permission_error response using
the existing public OAuth error message formatter. Preserve the existing
admission-denial and Copilot-refusal handling for other errors.
Review comments at @structure/transports/inventory.md:
- Line 48: Update the API-key pools contract row to document that without an
apiKeyPoolStrategy, a paused committed key—or a missing apiKey when the pool
contains paused entries—selects the first enabled key as fill-first before
dispatch. Preserve the existing configured-strategy, 429, mirroring, and
paused-entry behavior descriptions.

Review comments at @gui/src/hooks/useProviderAccountPools.ts:
- Line 593: Update the pause-response refresh condition in the function
containing `activeKeyMayChange` to refresh provider configuration and quotas
whenever `result.activeAccountChanged` is absent, since the local active-key
state may be stale. Preserve the server-provided change signal when present.
Review comments at @tests/cli/cli-account-key-pause.test.ts:
- Line 52: Add a test alongside the existing API-key pause JSON test that starts
with active key-1 and non-paused key-2, and makes the PUT response contain only
{ ok: true }. Assert the result infers activeAccountId as "key-2" and
activeAccountChanged as true, covering fallback inference when the active key is
paused.

Intake/scoped review at Manual key pause/resume spans inference, catalog/quota reads, GUI and management persistence. Keep all-paused distinct from an absent key so Vertex cannot fall through to ambient credentials, and keep per-key observation/selection state well defined during idempotent actions and active-key transitions. src/router.ts is owner-only; final routing/UI and authentication-boundary review remain required. This intake does not approve those surfaces or change a live pool. Current-head functional workflows are awaiting fork approval; that is pending execution, not a passing test result. No local suite was run for this branch in this intake. No workflow approval, new scan, live configuration change or merge was performed. Required review/readiness gates remain in force. |

Summary
Reopen #7318 against current
dev(306a88e08) after the maintainer invited an updated submission. This retains the original branch history without a force push.permission_errorbefore upstream dispatch, including Vertex ADC/environment fallback, Responses streaming/buffered/compact, Chat, Messages, and Images.Reconciliation with current dev
The original four commits (
c8a8db814,08d9e9e7e,3a12b1ea6,82c10c98a) were ported onto current dev. The transport inventory conflict preserves upstream additions. A new import cycle is fixed by extracting the pure pause error/predicate intoapi-key-pause-state.ts, without relaxing the cycle baseline. English and Traditional Chinese documentation distinguish standalone Resume from resume-and-activate row selection. No dependency, authentication endpoint, OAuth credential-store, CORS, or workflow changes are included. Routing and management changes remain subject to maintainer review.

This PR remains draft pending broader validation and current-head upstream checks. The deployment uses the explicitly requested v2.91.0 baseline; this PR targets current dev and does not alter its version line.
