fix(claude): preserve append-only client tool discovery on opted-in Responses routes - #7453
Conversation
Preserve structured client ToolSearch discovery positions with additional_tools instead of growing the initial tool catalog. Keep current declarations authoritative, validate the bounded opt-in, and salvage malformed optional settings without losing providers. Co-Authored-By: Claude Code <noreply@anthropic.com>

Route selection and configuration src/types/config.ts, src/claude/inbound-tool-loading.ts, src/config/schema/config-schema.ts, src/config/salvage.ts, structure/config.md |
Adds claudeCode.appendOnlyToolLoadingModels with provider-qualified exact or trailing-wildcard selectors. Validation limits the list to 128 entries of up to 512 characters. Invalid values are rejected, and load salvage can remove this setting selectively. |
Tool discovery projection src/server/claude-messages.ts, src/server/responses/core-options.ts, src/server/responses/request-transport.ts, src/claude/inbound-tool-loading.ts, structure/transports/responses.md |
Messages replay conditionally passes discovery evidence to the Responses transport. For a matching eligible route, the transport adds currently declared deferred tools after successful structured search results and removes those definitions from the top-level tool list. |
Integration coverage and behavior documentation tests/claude-integration/*, tests/fixtures/test-layout-expected.json, scripts/test-layout/layout-adapters.json, docs-site/src/content/docs/guides/claude-code.md, docs-site/src/content/docs/ko/guides/claude-code.md, structure/data-planes/claude-tool-loading.md, structure/clients/claude-desktop.md, structure/INDEX.md, structure/manifest.json |
Tests cover discovery results, configuration, route selection, redirects, fallbacks, and combo exclusions. Documentation describes prerequisites, unchanged behavior for excluded routes, and native Messages routing for gateways that reinsert tools. |

Explanation
The PR meets the active coding requirements in [
#7452].src/claude/inbound-tool-loading.tsvalidates provider-qualified exact and bounded trailing-prefix selectors. It reconstructs only successful structuredToolSearchdiscovery from request history. It preserves eager, forced, and previously used tools in the initial catalog. It rejects plain text, failed, unknown, revoked, duplicate, and ambiguous references. It preserves schemas and chronologicaladditional_toolsplacement.src/server/claude-messages.tscarries the original catalog and discovery evidence.src/server/responses/request-transport.tsrechecks the settled physical route before it projects a request copy. The focused HTTP-boundary and regression tests cover route matching, redirects, fallback, combo refusal, parser behavior, authorization limits, and request immutability. The reported 246 focused tests, TypeScript check, structure check, and privacy scan pass. The broader Claude suite has one failure that also occurs on pristine upstream, so that result does not establish a PR-specific unmet requirement.
Full details: Out of Scope Changes check
-
Explanation
The changes remain within [
#7452]. The configuration schema, salvage rule, translation helper, transport projection, and tests implement or protect the requested opt-in append-only discovery behavior. The documentation changes explain supported routes, unsupported destinations, compatibility enforcement, invalidation cases, and native Messages routing without adding native routing behavior. The structure and test-layout changes register and document the implementation. The documented native-routing example is directly related to the issue requirement to avoid rewriting native Anthropic routing. No unrelated production behavior is identified.

Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.Move the
claudeCode.appendOnlyToolLoadingModelsparagraph out of "Provider validation ownership".The new paragraph at Line 433 sits directly under the
## Provider validation ownershipheading. That section coverssrc/config/provider-validation.ts, provider payload checks and Google tool-schema policy. The new paragraph describes aclaudeCodeclient setting, not a provider shape.Other
claudeCodeconfig contracts are under "Config surface", at Lines 122-123 (claudeCode.desktopProfilesalvage andclaudeCode.cliFirstParty). The new salvage rule extends the same "preserve-the-rest" rule from Line 122. A maintainer who reads the Claude config contracts at Lines 122-123 will not find this one in its current position.Move the sentence so it follows Line 123. The provider-validation section then describes only provider validation again.

Reviewed cd8963a445c429ac75eaf1f99fe40604c5c8630f: 77 focused tests passed independently (new loading suite plus tool-reference/cache stabilization coverage), and the actual hosted workflows now pass on this head. The existing cases do not cover a later subagent reroute.
[P2] src/server/claude-messages.ts:892: apply/recheck the opt-in at the final physical route boundary. The rewrite runs here before handleResponses (line 1119). src/server/responses/request-prepare.ts:947-1023 subsequently applies applySubagentModelFallback and replaces route for a collab_spawn turn. An allowlisted direct primary can therefore hide deferred definitions / inject additional_tools before ending at an unallowlisted or translated fallback. The reverse also misses the selected behavior. Keep the original catalog available until the final route is known and add a real handler regression with an active subagent fallback in both directions. This confirms the current bot finding by inspecting the actual execution order; earlier alias/redirect fixes do not close this path.
Also reconcile the existing third-party ToolSearch guidance and tool_reference table with this opt-in exception (including the affected translated explanation), as the other unresolved thread requests. No cache-hit guarantee or server-side tool-search capability is established by these tests.
Preserve the full original catalog until adapter request construction, then project only for the selected physical Responses destination. Add real collab_spawn fallback regressions in both opt-in directions, a Chat fallback case, and forward-auth coverage. Reconcile English and Korean ToolSearch guidance with the client-executed opt-in exception. Co-Authored-By: Claude Code <noreply@anthropic.com>

Re-reviewed 8f920cdd7ad29a49816c322dbde1f427278976c4. The defects from my previous review are addressed: the original catalog is preserved until the physical adapter is selected, each binding applies the final provider/model opt-in, and real late-subagent fallback tests cover both opt-in directions plus a Chat fallback. The English/Korean prerequisite guidance now qualifies the client-executed ToolSearch exception rather than promising server-side search or native parity.
Independent capped Linux/Bun 1.4.3 run: bun test tests/claude-integration/claude-inbound-tool-loading.test.ts — 29 pass / 0 fail / 120 assertions, including those actual HTTP/physical-fallback paths and the explicit forced-tool control. No live gateway or client call.
I am withdrawing my earlier correctness/documentation change request. I also approved execution of the existing fork PR workflows after checking the complete changed surface, unchanged workflow/manifest/lock/install surfaces, pinned actions and read-only hosted PR lanes. CI execution approval is not technical approval or merge readiness. Keep this Draft until current-head required CI actually succeeds, the two still-unresolved Codex threads are reconciled/resolved against these fixes, and the author readiness contract is met. Project-wide typecheck/full-suite were not executed in this focused local re-review; no upstream cache behavior or gateway capability is certified by these fixtures.
Withdrawing my final-route ToolSearch and contradictory documentation blockers: fixed at 8f920cd and independently verified (29 tests/120 assertions). Draft/readiness, unresolved review threads and current-head required CI remain pending; no approving review.

Re-reviewed 450688842e8c322bdcae5c6eaba7ec178469267e, including the physical-adapter projection and moved test registration. Independent pinned Bun 1.4.4 validation with matching frozen dependencies and private homes:
bun test --isolate tests/claude-integration/claude-inbound-tool-loading.test.ts tests/claude-integration/claude-inbound-tool-reference.test.ts tests/claude-integration/claude-inbound-cache-stabilize.test.ts → 82 pass, 0 fail, 254 assertions.
The real Messages-boundary controls cover resolved aliases/redirects, both late-fallback opt-in directions, fallback onto Chat with the complete original catalog, forced undiscovered tools, and combo exclusion. The original catalog remains available until each physical adapter's build-only decision; the scoped projection has not moved back to pre-routing selection. No live Claude/gateway call or cache-hit guarantee is inferred from these fixtures.
I approved the existing current-head Cross-platform CI and Catalog async contracts fork runs after inspecting all changed paths, workflows and installation surfaces. This is execution approval, not a green result or technical approval. The prior change request remains withdrawn; keep Draft while the current gate's readiness/ancestry checks, review resolutions and exact-head CI are outstanding. This follow-up does not claim a full local suite or an independent local typecheck pass.

Summary
Closes #7452.
Add opt-in
claudeCode.appendOnlyToolLoadingModelsfor direct Responses destinations verified to support chronologicaladditional_tools. Exact provider/model selectors and bounded provider-qualified trailing-prefix wildcards are supported; absent/empty configuration remains off.Reconstruct successful structured client ToolSearch discovery from the request history and append currently authorized deferred definitions after their first loading result, rather than growing the initial catalog. Preserve schemas, strictness, call/result pairing, and native passthrough. No session cache or inferred tool grants.
Apply the rewrite only after routing settles on a direct
openai-responsesroute; a selected combo or policy keeps the original catalog (CodeRabbit finding, fixed inddf986ff).Keep eager/prior-use tools in the initial catalog; refuse ambiguous IDs/catalogs; never restore revoked tools or accept plain text as authorization. Validate opt-in settings and salvage only the malformed optional field without losing providers.
Add focused regression and actual HTTP-boundary coverage, register the suite, and document configuration, unsupported destinations, compatibility-enforcement behavior, and legitimate invalidations.
Document the native-routing path for Claude models behind a Responses gateway that also serves GPT. No code change:
adapter: "anthropic"withmodelAdapterskeeping non-Claude models on Responses, plusprotocols.rollout.managedMessagesNative.The related local prototype preserved 99.34% and 99.38% input-token reuse across two live GPT tool-loading events through a Responses gateway. Those are observed examples, not a guarantee for every upstream, and native Claude caching has not been established by that experiment.
Why Claude needs a different fix. The same gateway lifts
additional_toolsback into Claude's top-leveltools, and Claude caches tools before the system prompt, so the opt-in above cannot help Claude models there. Measured on the same gateway withclaude-opus-5-5and a 9,000-token fixture, each stage a separate request:On the native path the newly discovered tool was called correctly. These are measured examples on one gateway, not a guarantee for every upstream.

Initial toolchain setup failures were corrected before this run. The new cache tests pass. An isolated unmodifiedorigin/devcomparison ran 509 tests across the 9 implicated suites: 457 pass, 24 skip, 28 fail, 1 error. It reproduced 27 distinct failure names from the changed run plus the same GUI-build prerequisite error. The remaining unreadable-config permission case was subsequently checked on both unmodified upstream and this PR head: both fail as root (expected 409, actual 200) and both pass as UID/GID 1000. Root bypasses the fixture's chmod(000) restriction; no source change was needed. This PR does not claim the broad suite is green.Broad-run failing cases
Additional error:
tests/server/management-integration-routes.test.tscould not build the GUI because the bundled Bun postinstall was intentionally not run during dependency installation.Review-readiness attestation
Requested ready for review on the current head
cd8963a4. The branch is current with the fetcheddevtip, and all posted correct Codex/CodeRabbit findings are fixed; all three existing review threads are resolved. Required focused regressions, TypeScript, privacy, structure, test-layout and documentation-build checks passed. Live tool-loading checks passed across seven GPT routes.Full-suite scope exception: the affected run already exercised 41,780 tests in 1,906 files and retained 28 failures in the documented environment-sensitive areas. The prior pristine-upstream comparison and root/non-root permission checks are recorded above. Repeating the entire cross-platform suite in this local container would not provide the missing platform/service environment. Focused behavior and local gates are attested as passed; the broad run is not claimed green. These limitations remain for maintainer/CI review, not hidden by the ready status.
