cheapestSufficientCandidate and the related “only changes a role” comment: the
current model wins only when it is among the tied eligible candidates;
otherwise, picker order breaks the tie. Keep the documentation aligned with this

Integration evidence (owner decision decision:3499cac6, approved): independent gpt-6.1-sol review PASS — src/codex/role-auto-assign.ts prefers the current model only after tier and price tie, with the regression at tests/routing/codex-role-auto-assign.test.ts covering retained routed models and picker fallback. Summary
Role auto-assign moves a role off its current model whenever another model ties it on tier and price, and the tie always goes to the model the picker lists first. The picker lists native models before routed ones, so with Claude 5.5 and GPT-6 priced pairwise alike (Haiku 5.5 / Luna 0.60, Sonnet 5.5 / Sol 12, Opus 5.5 / Daybreak 24, Fable 5.1 / Astra 60 per 1M input plus output), every role currently on a routed Claude model is proposed onto the native GPT model at the same tier and the same price. The proposal changes the role without buying anything.

A role with no model, or whose model does not tie, is proposed exactly as before.
