fix(windows): admit local config writer phases after config-root ACL settlement - #7869
Part of #7815. On Windows, loadConfig() can leave an optional ACL hardening flight running on the config root, and a writer that applies a required ACL under that root can overlap it. #7777 and #7826 gated the intercept secrets, management config saves and Desktop route phases through withConfigDirHardeningSettled. This change gates the remaining local writers that already run behind an async boundary, using the same contract: each admitted callback covers a complete synchronous phase, derives its candidate inside admission without starting optional read-path hardening, and refuses on the bounded deadline before any commit.
Newly admitted phases:
ocx config set, unset and import (src/cli/config-command.ts)
offline ocx effort (src/cli/effort.ts)
custom model add and remove (src/cli/models.ts)
provider add, remove and default (src/cli/provider.ts)
the Advisor settings route, whose response is now captured inside the same admission (src/server/management/advisor-routes.ts)
Synchronous writer APIs:saveConfig, persisted mutation, Desktop remote store I/O, management and session tokens, service secrets, the spend-ledger lease, and the link store and compensation. These need an async companion first.
Integrations catalog fan-out and the Aside sync route: these need a consumer-visible refusal contract.
No GUI or wire-schema change.
Verification
New tests/windows/windows-config-root-async-writers.test.ts: the parent-flight overlap and timeout-refusal cases for each writer (20 in total) failed before the change and pass after it. Two stale-row negatives and an Advisor response-order regression were also driven red to green.
After rebasing onto current dev: that file plus advisor-routes, layout, layout tooling and the file-size ratchet passed 82 / 0. bun run typecheck, structure:check and privacy:scan exit 0. Before the rebase, additional CLI batches passed 93 / 0 and 216 / 0.
A local Windows bun run test:changed hit its 900 s limit. Of its 106 distinct failing names, 104 also fail on the pinned base on this host. The other two (server-google-antigravity-oauth-401-replay quarantine-persistence cases, one at 35 s) pass alone on this branch: 51 / 0.
NOT RUN: full bun run test; hosted Windows CI (not part of PR CI; left to the next batched dev run); a replay of real NTFS inheritance propagation.
Configuration changes—including provider and model updates, imports, and offline effort settings—now wait for access checks before saving and preserve concurrent edits.
Writes are refused when an existing configuration file is invalid or unreadable, leaving it unchanged. Run ocx config validate and repair the file before trying again.
If access checks time out, configuration changes are not saved.
Removing a custom model now rechecks the selected model before saving, preventing removal if it changed during confirmation.
Advisor settings are saved before they take effect; failed saves no longer apply unpersisted changes.
Provider and model command failures now appear in the command’s exit status.

Walkthrough
Local CLI configuration mutations and Advisor settings writes now use settled config-root admission. Configuration diagnostics support passive reads. Windows tests cover delayed admission, timeouts, invalid configuration, and concurrent edits.
Config, effort, model, and provider mutations perform their reads and writes within settled hardening operations. Custom-model removal checks the selected row again before saving. Dispatch preserves handler-reported failure codes. Windows tests cover admission, timeout, invalid configuration, concurrent edits, recovery, and credential-cleanup ordering. Documentation describes these behaviors.
Advisor settings persistence uses settled hardening admission. Save failures restore the live snapshot; successful saves adopt the persisted Advisor state before activation. Tests cover queued changes and concurrent disk edits.

withConfigDirHardeningSettled, check readConfigDiagnostics() before using its

invalid config.json remains unchanged.

candidates are derived inside admission.

Admit local config, effort, custom model and provider mutations through the
existing bounded config-root settlement barrier. Derive candidates inside
admission and revalidate a confirmed custom-model removal against current state.
Apply the same ordering to Advisor settings using its existing failure response.
Cover parent-flight overlap, deadline refusal and intervening edits with
deterministic regressions. Keep synchronous leaf APIs and wire contracts intact.
Serialize the successful settings response in the synchronous admitted phase so
a queued live update cannot change the receipt for the preceding write.
Cover the ordering with a deterministic queued-edit regression.

… matrix
Bun keeps the previous process.exitCode when it is set to undefined, so the matrix's last code (79) leaked into the test process exit and failed the shard with 0 test failures.
Maintainer integration into dev: all 30 checks passed on exact head ecb7eb4, which merges into current origin/dev without conflict; no unresolved review threads. Security-boundary change (config-root ACL admission): independent security review by GPT-6.1 Sol (high) ran three rounds. R1 and R2 each returned MUSTFIX (two blocking findings each); all were fixed with red-then-green regressions, and R3 returned PASS with zero blocking findings at 83586e4 plus the test-only follow-up ecb7eb4. Codex and CodeRabbit findings are fixed and resolved. #7815 stays open for the synchronous writer APIs and the catalog/Aside writers listed in the description.
