✅ Observed the fixed behavior related to restricted user accounts.
- Can create a firewall
- Can view the Billing and Account Settings pages and access the expected actions for a read_only and read_write billing access user
✅ Changelog and version bumps.
Approving pending CI passes since tests will need to finish to move to staging.
