fix: [M3-10612] - Creating a firewall fails after creating a kubernetes

Fix the error "Something went wrong" on firewall create.

• Make sure we permissions for the given entity before creating the map

Prerequisites

Reproduction steps

• 1. Sign in as a restricted user with read_write access for LKE clusters and Firewalls
• 2. Create at least one LKE cluster and wait for its nodes to provision
• 3. Reload Cloud Manager and navigate to the Firewalls landing page at "/firewalls"
• 4. Click "Create Firewall"
• 5. Observe that Cloud Manager crashes upon opening the Firewall Create drawer

Verification steps

• You are able to open the create firewall drawer
