Reviewer note: azurelinux 3.0.20260712 and the Ruby versions (arm64 3.3.5-7, x86_64 3.3.10, Windows 3.1.1) are carried forward from the 3.6.0 entry and NOT verified. Docker is unavailable in this environment, and mcr.microsoft.com/azurelinux/base/core:3.0 is a floating tag, so these can only be confirmed by inspecting the built container. Please verify against ciprod:3.6.2 once the build publishes.

Per the simplified release process (#1744), charts are generated at build time from the templates, so this PR touches only VERSION and ReleaseNotes.md.
