The EPEL metalink kept selecting mirrors that served stale repodata, 404ing on rotated-away hashes during image build. Pin epel-low-priority to dl.fedoraproject.org for consistent, current metadata.

Just changing it to get CI pass on my PR. Currently facing the following issue with mirror:
