ci: run the transfer report job on Blacksmith

Problem

main CI went red on 194c73f (#16138) and b12b3f7 (#16167) even though every lint, typecheck, build and test job passed. In both runs, Check failed only because transfer-report: abandoned.

transfer-report was the only CI job on a GitHub-hosted runner (ubuntu-24.04). That queue is shared with the PR bot workflows (PR Vouch, PR Size, Thread Transfer Report, Cursor hygiene), and over 130 runs were queued at the time. In both runs the job sat with no runner and zero steps for about 15 minutes until GitHub abandoned it. Later runs passed the same job in seconds.

Fix

Run transfer-report on blacksmith-2vcpu-ubuntu-2404 like every other CI job, with a 5 minute timeout. The job only downloads one artifact.

Verification

This PR's own CI run exercises the job on the new runner.
