test(web): the right panel Escape test advances fake frames until focus returns - #21118

…us returns The test runs on fake timers, so vi.waitFor advanced time outside act and React did not always flush the menu close and focus restore before it gave up. It still failed on main CI twice after the waitFor change. Each frame is now advanced inside act, like the test's press helper does. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This is a narrowly scoped browser-test timing adjustment in an ignored test path, with no production runtime or customer-facing behavior impact. It does not alter product defaults or static-analysis configuration. Notes:

RightPanelTabs.keyboard.browser.test.tsx"uses a custom binding from a text field and closes on Escape" still flakes after #21030. It failed on main CI for 16918b5, which includes that change, and on #21116, which doesn't touch the right panel. In both, focus ended on<body>instead of the "Add panel surface" trigger. The test runs on fake timers.
vi.waitForadvances them outsideact, so React doesn't always flush the menu's close and its focus restore beforewaitForgives up. The test now advances frames insideact, the same way itspresshelper does, for up to 10 frames until focus returns, then asserts. The test passes 15 times in a row locally. The old version also passed locally every time, so the evidence for this fix is the reasoning above, not a local reproduction. If it flakes on CI again, the next step is to stop relying on focus restore timing in this test at all.
