Invert the Tool Change Check in IsMediaAndToolsCurrent - #1115
Invert the tool-change check in SidecarFile.IsMediaAndToolsCurrent() to IsToolsCurrent() || !SidecarUpdateOnToolChange, matching the sense of Read(). With the option off, a tool upgrade no longer reruns the tools in Update().
Update() stamps the stored tool versions only when it reran the tools, so old tool data is never relabeled with new versions (found by the local review pass).
ToolChangeSenseTests covers both settings of SidecarUpdateOnToolChange with and without a tool change, and the Open() path with the option off.
ARCHITECTURE.md and HISTORY.md are not edited here. The maintainer deferred every doc update (the Suspect Branches entry removal, diagram redraws, HISTORY lines) to one final docs pull request.
With SidecarUpdateOnToolChange off, a tool upgrade reran every tool on the next
Update(). The check now matches Read(): tools count as current when the option
is off.

Walkthrough
Sidecar currentness checks now follow the SidecarUpdateOnToolChange setting. Sidecar creation stamps tool versions, while updates retain stored versions when tools are not refreshed. New tests cover the setting combinations and version retention.

Summary
Tool-change detection and refresh selection PlexCleaner/SidecarFile.cs, PlexCleanerTests/ToolChangeSenseTests.cs
The currentness check now checks tool versions when SidecarUpdateOnToolChange is enabled and skips that check when disabled. Update uses the refresh decision, and tests cover the setting combinations.
Create requests tool-version stamping. Update passes its refresh decision to SetJsonInfo, which updates tool-version fields only when stamping is requested. A test verifies that opening a sidecar without tool-change updates preserves the stored FFProbe version.

Honor the tool-change option when updating sidecars
🐞 Bug fix🧪 Tests🕐 10-20 Minutes
AI Description
• Prevent tool-version changes from rerunning tools when sidecar updates on tool change are
disabled.
• Preserve stored tool versions unless tool data is refreshed, avoiding misleading metadata.
• Test both option settings and state-only updates after a tool change.
The localized condition fix aligns Update() with Read(), and tying version stamping to the existing refresh decision keeps metadata truthful. A broader rewrite of sidecar update logic would add scope without a clear benefit for this bug.

Respect tool-change settings and preserve stored versions
• Inverts the currentness check so a tool-version mismatch triggers a refresh only when SidecarUpdateOnToolChange is enabled. Create() stamps versions after collecting tool data; Update() stamps them only when it refreshes that data. Exposes the currentness check internally for regression testing.

Cover tool-change decisions and state-only sidecar updates
• Adds a four-case test matrix for tool changes with the option on and off. An Open() regression test verifies that a state-only update succeeds without installed tools and retains the stored tool version.

The new Open test sets SidecarUpdateOnToolChange to false, so it covers only the path where tools are not rerun. With the option enabled and a tool version mismatch, Read marks the sidecar not current. Open then calls Update, which reruns the tools through GetToolInfo and stamps the new versions through SetJsonInfo(true). No test asserts this path.
The existing fixture does not install tools. GetToolInfo runs MediaInfo, MkvMerge, and FfProbe and parses their output, and a failure there fails the rerun. A test for this path must therefore supply fake FfProbe, MkvMerge, and MediaInfo executables, written with FakeTools.WriteScript. Their output must be accepted by the media-property parsers. After Open, the test should assert that FfProbeToolVersion equals the new version.
This is a coverage gap in working behavior, not a production defect.
