  1. Fix Fix Three Defects in the Handoff and Burndown Skills Raised on a Downstream Carry #1847 in the .agents/skills/ sources, then regenerate with scripts/build_dist.py. Re-read the issue first, since the line numbers it cites are from main at the time it was filed. Its three parts:
    • A. Every documented scripts/handoff.py invocation in unattended-handoff and session-handoff (chain, new, resume, and any other) carries --repo "<owner>/<repo>", and every gh issue view "<n>" --comments there carries --repo too, or the text states once, where the command appears, that each does.
    • B. The open-handoff reads in both skills (gh issue list --label handoff --state open --limit 100) no longer rank a silently truncated list: either raise the limit with a full-page check that refuses, or paginate.
    • C. backlog-burndown "Ranking" states which rule controls for an issue carrying both handoff and blocked. The handoff rule already says to filter the label out of every count, and a parked lane is still a handoff link, so the handoff rule controlling is the reading the existing text supports. If the fix turns out to need a choice the rules do not settle, park rather than choose.
      Done looks like all three fixed in source, generated trees regenerated and build_dist.py --check clean, the fleet gate set passing locally, and a recorded local-strict-review pass.
  2. Drive the pull request to develop with drive-pr, its body carrying Closes on promotion: #1847, then close this lane out.

    Lane closed out. #1856 merged to develop as eda453a (squash). It fixes all three parts of #1847, which stays open until promotion (Closes on promotion: #1847).

    • A. Every documented handoff.py and gh issue command in unattended-handoff and session-handoff now passes --repo. The picker's handoff.py new also names its required --title and --body-file.
    • B. The open-handoff reads, the picker's backlog read, and session-handoff's "Re-derive a count" rule now re-read at a larger limit whenever a full page comes back.
    • C. backlog-burndown "Ranking" now says the handoff rule controls for a link that also carries blocked, so that link is neither ranked nor counted.

    Review: five local-strict-review passes recorded. Copilot raised two wrap findings, both fixed, and two findings claiming the re-read loop is unbounded. Those two were declined with evidence: gh issue list --limit paginates past 100 rows. Nothing else was filed.

    Worktree, local branch, and remote branch are removed.
