Read Copilot's Emoji-Prefixed Review Effort Line in pr_review.py #2487

What happens

Copilot's revised ccr-overview-v2 body states its review effort on a line that opens with an emoji:

🧠 **Review effort:** Lite

EFFORT_LINE in scripts/pr_review.py allows only whitespace or a list bullet before **Review effort, so this line does not match, and status and wait print effort=unknown effort_source=unknown over a body that states the level outright.

Impact

Effort does not gate coverage or completion, so no merge decision is affected. The digest under-reports what the round said, which is the misreading the EFFORT_LINE comment says the second spelling was added to stop.

Done means

• EFFORT_LINE reads the emoji-prefixed spelling, with a fixture of that line.
• The effort= field reports lite for a body carrying it.
