1. Fix skills_install --report's live channel does not check that the plugin is installed and enabled #1757: make skills_install.py --report's live channel say whether the plugin is installed and enabled. live_channel() in scripts/skills_install.py confirms only that the projecttemplate-fleet marketplace is registered. It never confirms that the fleet-skills@projecttemplate-fleet plugin is installed and enabled, so a failed claude plugin install, or a plugin the user later disabled or uninstalled, still reports live.registered: true with a branch and commit while Claude Code loads nothing from it. Done looks like: the live channel reads the plugin's install and enabled state from the claude CLI (its JSON output where it has one, measured on the installed CLI rather than assumed) alongside the marketplace listing, reports it under live, and does not read as current when the plugin is missing or disabled. Tests drive the installed-and-enabled, installed-but-disabled, and not-installed cases through the existing CLI stubs, and the README or docstring describing the live fields names the new field. The pull request body carries Closes on promotion: #1757.
