Correct GOVERNANCE.md Repository Layout for Workflows, STANDUP.md, RESYNC.md, .agents, and host-setup #3768

Split from #1155 at the maintainer's direction (backlog-burndown run, 2026-11-01). This is item 3 of that issue's four. It was decided in #1155 (comment), and the decision text is quoted below.

GOVERNANCE.md"Repository Layout": fix all three. Re-describe.github/workflows/as holding both this repository's own CI and the fleet's reusable task workflows, with the hub-specific half qualified so a carrier does not read it as a claim about itself. Add the root-levelSTANDUP.mdandRESYNC.md. Add.agents/andhost-setup/rows.

Released (2026-11-02): PR #3818 merged to develop and its branch is deleted, so this claim holds no files. This issue was already done on develop before this round, by #1685, so nothing here closes it on promotion. The evidence is in the comment from the group worker. Closing it is left to the maintainer.
