Refuse a Coverage Marker Indented Into a Code Block - #1820
A fleet-review coverage marker on a line indented four or more columns sits in a Markdown indented code block, so it is quoted rather than stated, yet the coverage reader collected it as the round's own coverage. That is the failure direction that reports coverage nobody claimed.
coverage_statements now removes the marker from a code-indented line before the line is checked or kept. The marker is read within its line, so the three-space bound the sibling CCR_OVERVIEW and CCR_FINDINGS readers carry in their patterns sits on the line here instead. Removing it before the line is kept matters because every downstream reader sees the line already stripped, so a refusal inside the readers alone came back for an indented bullet.
code_indented measures indentation in columns and counts only spaces and tabs, so a line opening on other whitespace stays ordinary text.
The bullet and sentence readers are unchanged.
Verification
A new regression test covers four and eight spaces, a tab, two spaces and a tab, indented prose, an indented bullet, zero to three spaces, and non-breaking spaces. Reverting the fix fails it, and so does reverting each part of the fix on its own.
python3 -m unittest scripts.tests.test_pr_review passes all 428 tests. ruff, mypy, and the prose and EOL gates are clean.
Coverage markers inside indented code blocks are no longer treated as review coverage statements. Markers in regular text, lightly indented lines, and bullet points continue to be recognized.
A fleet-review marker on a line indented four or more columns sits in a
Markdown indented code block, so it is quoted rather than stated, yet the
coverage reader collected it as this round's coverage. The marker is read
within its line, so the bound sits on the line in a new stated_marker
helper rather than in the pattern, matching the three-space bound the
sibling CCR readers already carry.

The kept coverage line is stored stripped, so a marker refused only by
the readers came back once the indent was gone, and an indented bullet
carrying one cleared the gate. Remove the marker from an indented line
in coverage_statements instead, count only spaces and tabs as
indentation, and state the fourth quotation where the other three are.

The coverage parser now ignores coverage markers in lines indented by four or more columns. It retains indented bullet prose for coverage parsing. Tests cover indentation boundaries and coverage status.

What changed in this PR
This PR tightens the fleet-review coverage marker parsing so that a marker indented into a Markdown indented code block (4+ columns) is treated as quoted content and does not count as a stated coverage marker, preventing false “claimed coverage” readings.
Changes:
Added code_indented() to detect 4+ column indentation (spaces/tabs only) consistent with Markdown indented code blocks.
Updated coverage_statements() to strip the fleet-review marker from code-indented lines before downstream parsing.

An indented line under paragraph text is that paragraph's lazy
continuation rather than a code block, so removing a marker there read
a stated coverage line as none. Treat the indent as opening a code block
only after a blank line, a heading, or another code line.

A thematic break, a setext underline, and a line opening an HTML
comment each end their own block, so an indented line under one opens
a code block rather than continuing a paragraph. Treating them as
continuable text kept a quoted marker as stated coverage.

The coverage_statements docstring said only paragraph text continues
onto an indented line, while the code and its tests also let a list
item's text run on.

The guard's comment called every indented line a code block, which the
continuation rule this branch added now contradicts. The guard itself
is unchanged.

🔵 Needs a closer look
coverage_statements() currently treats non-breaking spaces as indentation when computing stripped/blank lines, which can misclassify NBSP-prefixed text as block boundaries and drop subsequent indented markers incorrectly.
Unicode whitespace misclassifies headings and drops review markers
scripts/pr_review.py:1244
coverage_statements uses ln.lstrip() / ln.strip() (Unicode whitespace) when computing stripped and detecting blank lines. That treats non-breaking spaces as indentation, so a line like "## Overview" is misclassified as a heading, which then makes the next <!-- fleet-review: ... --> line look like a code block and the marker is dropped (coverage becomes unstated). Markdown indentation rules only count ASCII spaces/tabs here, so this should not happen.
coverage_statements stripped Unicode whitespace to find a line's opener
and to tell a blank line, so a line opening on a non-breaking space
read as a heading and a line of only one read as blank. Either one
then made the next indented marker read as code, and it was dropped.
Markdown counts only spaces and tabs for both.

Unicode whitespace misclassifies headings and drops review markers
Fixed in 499c050: coverage_statements now strips only spaces and tabs to find a line's opener and to tell a blank line, which is how Markdown counts both. An NBSP-led ## Overview now reads as paragraph text, and so does a line holding only an NBSP. An indented marker after either one is kept as stated. Both cases were added to test_a_marker_indented_into_a_code_block_is_a_quotation.

- #1806: adds the unattended handoff loop and the attended resume

- #1807: renames three skills and states which skill wins each shared

- #1809: names a pin by its mechanism rather than its value, and audits

- #1808: leads every choice with a recommendation and closes every
session in order.
- #1813: bans every version literal in the four instruction documents
and catches abbreviated SHAs, following #1809.
- #1820: refuses a coverage marker indented into a code block, per
#1725.
- #1823: states that the hub commits audit reports and that a downstream
session resyncs itself. This covers the Fleet Bootstrap section, the
host fleet block, `RESYNC.md`, `AUDIT.md`, `check-this-repo`, and
`resync-a-repo`, and settles #1822. The Fleet Bootstrap section is
byte-locked, so every carrier reports drift on it until its next resync.
- #1825: strips a tilde or unclosed fence before reading review
coverage, per #1821.
