State That the Hub Commits Audit Reports and a Downstream Session Resyncs Itself - #1823
Conversation
The Fleet Bootstrap told every carrier to "commit the report" without saying the hub authors it, so downstream sessions kept asking for permission to open a hub pull request. Name the hub as the report's author and route downstream findings to hub issues, in the carried section and in the host-wide fleet block, matching AUDIT.md section 8. Copilot review overview
🟡 Changes recommended
The updated guidance still contains contradictory phrasing about “hub-driven resync” vs self-resync and unconditional hub report commits, which can keep misrouting sessions even after the hub-authorship clarification.

What changed in this PR
This PR clarifies ownership and workflow boundaries around audit reports and resyncs: audit reports are authored/committed by the hub under reports/, while downstream sessions resync their own repositories (and escalate hub defects as issues) without attempting to write hub audit reports themselves.
Changes:
- Updates
AGENTS.md,RESYNC.md, and theAUDIT.mdmermaid diagram to explicitly state that the hub commits audit reports underreports/. - Extends the host-wide fleet bootstrap block to reflect the same report ownership and downstream responsibilities.
- Updates
resync-a-repo/check-this-reposkill text and regenerates the distributed skill copies plus digest stamps.
| File | Description |
|---|---|
| RESYNC.md | Clarifies that the hub commits the audit report and that self-resync sessions leave report writing to a hub-side audit. |
| host-setup/agent-safety/claude/claude-md-fleet.md | Updates the host-wide fleet bootstrap text to describe hub-owned audit reports and downstream behavior. |
| AUDIT.md | Updates the audit/resync diagram label to state the hub commits the report. |
| AGENTS.md | Updates Fleet Bootstrap to clarify hub report ownership and downstream actions (fix drift locally, file hub issues). |
| .agents/skills/resync-a-repo/SKILL.md | Updates resync skill wording to commit reports under hub reports/. |
| .agents/skills/check-this-repo/SKILL.md | Updates check-this-repo to allow resync via the repo’s own session or via resync-a-repo from a hub checkout. |
| .github/skills/resync-a-repo/SKILL.md | Regenerated distribution copy reflecting the resync-a-repo wording change. |
| .github/skills/check-this-repo/SKILL.md | Regenerated distribution copy reflecting the check-this-repo wording change. |

…rship to Main (#1827) Promotes `develop` to `main`. ## Carried - #1806: adds the unattended handoff loop and the attended resume procedure. - #1807: renames three skills and states which skill wins each shared trigger. - #1809: names a pin by its mechanism rather than its value, and audits for copies. - #1808: leads every choice with a recommendation and closes every session in order. - #1813: bans every version literal in the four instruction documents and catches abbreviated SHAs, following #1809. - #1820: refuses a coverage marker indented into a code block, per #1725. - #1823: states that the hub commits audit reports and that a downstream session resyncs itself. This covers the Fleet Bootstrap section, the host fleet block, `RESYNC.md`, `AUDIT.md`, `check-this-repo`, and `resync-a-repo`, and settles #1822. The Fleet Bootstrap section is byte-locked, so every carrier reports drift on it until its next resync. - #1825: strips a tilde or unclosed fence before reading review coverage, per #1821. Downstream sessions kept asking the maintainer for permission to open a hub pull request that commits their own audit report under
reports/.AUDIT.mdsection 8 already forbids that, but the carried Fleet Bootstrap told every repository to "commit the report" without saying who, andRESYNC.mdended the same way.AGENTS.md"Fleet Bootstrap" and the host-wide fleet block. The hub commits the report under its ownreports/. A session in the repository being audited fixes its own drift, files its findings about the hub as issues, and leaves the report to a hub-side audit.RESYNC.md, theAUDIT.mdsection 9/10 diagram, andresync-a-repo. Each names the hub as the report's author.RESYNC.mdadds that a session resyncing its own repository leaves the report to a hub-side audit.check-this-repo. It no longer says a downstream repository never resyncs itself. The maintainer settled that a downstream session may resync its own repository perRESYNC.md, withresync-a-repofrom a hub checkout as the other route. The Fleet Bootstrap section is byte-locked, so every carrier reports drift on it until its next resync.
Four local strict-review passes are recorded. The last one left three findings that are deferred to #1822 by the maintainer's choice.
