Fixed Refresh Skills After a Release Without Moving the Claude Marketplace Source #2017 in #2020. skills_install.py now reads the CLI listing first and moves a registration only when it is a directory source whose directory is gone, announcing the move. A new --snapshot-only refreshes the Codex/opencode copy alone. merge-and-release step 7 uses it from a detached worktree at origin/main. check-this-repo and skill-lifecycle use it too, and --report judges the registered directory the same way the installer does.
Promoted in #2021 and released as 2.0.740. The new step 7 ran for the first time in that release and left the registration in place.
Mocking Path.is_dir() to raise PermissionError. That is its behavior through 3.13 only. On 3.14 it returns False for an unreadable path, so the mocked test passed while the real code moved the registration. The fix judges with os.stat, and the tests use a real locked directory and a real symlink loop.
