Motivation

ubuntu-latest is moving to ubuntu-26.04 by 2026-11-19, where ruby/setup-ruby fails with 404 for asan and asan-release (ruby/setup-ruby#960).

Detail

The first commit builds them on ubuntu-26.04 too. They were built only on ubuntu-24.04 because older Ubuntu releases had too old a clang (8cee0b2), but clang on ubuntu-26.04 is clang 21 (llvm-defaults 0.71), newer than clang 18 on ubuntu-24.04. ubuntu-24.04 is kept for workflows pinned to it.

The second commit is needed only once: the latest release has no asan-release for ubuntu-26.04, so reusing it would fail until the next 4.0.x tag. It builds asan-release when that tarball is missing. Once the first release of this repository after merging is published (normally by the next scheduled run at 19:00 UTC), it has asan-release for ubuntu-26.04, and this commit should be reverted then to keep the code easy to follow, although keeping it does no harm.

Additional notes

Tested on my fork:

clang on ubuntu-26.04 comes from llvm-defaults 0.71, which defaults to clang 21 since 0.64 (changelog).

After this is released, the setup-ruby README note that ruby-asan and asan-release are only available on ubuntu-24.04 can be updated.

The latest release has no asan-release build for ubuntu-26.04, so
reusing it would fail. Once a release with it is published, the check
always passes and keeping it does no harm, but reverting this makes the
code easier to follow.
