docs(work): add the Skillgen bootstrap brief - #528

Skillgen only updates an existing Skill. A manual run on five packages showed what a bootstrap needs: review and repair, confirmed mismatches before any issue, a larger budget, and the branch version rule. The brief records those results, the decisions so far, and the remaining work.

Skillgen only updates an existing Skill, so a maintainer with a published npm package and no Skill gets nothing. This brief plans the bootstrap: turning a repository on opens a reviewed pull request that adds the Skill and lists it in
files, plus one issue for confirmed package bugs.It records the manual run on five packages that tested the workflow, with their pull requests, issues, and review results. It also records the decisions made today: one Skill per npm package,
filesin the bootstrap pull request, and GLM 5.3 for the Harness. The remaining work and open questions are in the ledger.
