The Skillgen bootstrap brief left three questions open. They are now decided: the first Skillgen run for a package is a "bootstrap run", its pull request adds the README badge but no tip, and its issue files on its own with review-confirmed bugs only.
GLOSSARY.mddefines the term, and the brief records the decisions and drops its open questions.
