fix(web): text selection keeps going under the turn minimap

Problem

Selecting message text to quote it and dragging left onto the turn minimap (the strip of marks on the left of the conversation) opens the minimap's preview card mid-drag. The card's text is selectable and sits after the whole message list in the DOM, so the selection jumps to everything from the drag start through the rest of the conversation plus the card's text. Where the strip's hit area overlaps the start of a line, the first letters under it can't be selected at all.

Expected: the selection follows the text under the pointer, including text under the strip, and no preview opens while selecting.

To reproduce: in a narrow window (or with Chat width → Wide), press inside a line level with the minimap and drag left past the start of the line onto the strip.

Change

TimelineMinimap records whether the current press started on the strip.

• A held drag that started on the strip stays a scrub: the preview follows the pointer, and releasing on the strip jumps to that turn.
• A held drag that started anywhere else is a text selection. When it reaches the strip, the strip and its previous/next buttons switch to pointer-events: none until the button is released, so the browser keeps extending the selection over the text underneath. No preview opens.

Hover, click-to-jump, keyboard navigation and press-and-scrub (including leaving the strip and coming back while held) are unchanged.

Scope and approval

Small, focused fix of an obvious bug in one component; no behavior changes outside a held text-selection drag. Related to #16447, which is a different trigger in the same component: an already-open preview's widened hit area blocks starting a selection in Wide mode. This PR does not change that path.

Verification

Checked in Chrome against a dev build with a real mouse driven over CDP, using a thread of dummy gardening prompts:

• One-line, right-to-left drag from the end of "marigolds" onto the strip (pointer inside the strip's bounds). Before: the preview opens and the selection becomes 752 characters of unrelated text. After: no preview, and the selection is "Sweet alyssum and compact marigolds", including the letters under the strip.
• After release, hovering the strip opens the preview again.
• Pressing on the strip, scrubbing past its end and coming back while held reopens the preview, and releasing on a mark jumps to it.
• A plain click on a mark jumps to it.
• No console errors.
• tsc --noEmit for apps/web passes, and lint reports no findings in the changed lines.

A selection dragged across a turn button switches the minimap to pass-through, and the text next to it gets selected. Checked in Chrome: dragging along the line beside the Previous button now reaches "hot…" (on the previous commit it stopped at "ot…"). Presses on the turn buttons count as minimap presses, so a turn-button click with a slight pointer wobble still navigates.
