Scrollers that center their content (mx-auto columns, justify-center rows) moved it 3px sideways whenever it grew past the fold, because the 6px scrollbar narrowed the scroller. #15588 fixes this for the PR timeline. This PR fixes the same shift in the surface launcher, browser empty state, unreachable-site page, device panel, PR unavailable state, provider settings placeholder, and file preview error panel, and includes the timeline line from #15588 (same hunk, so they merge cleanly in either order).

Each scroller gets scrollbar-gutter-both, matching settings, the PR list, and the chat timeline. A new t3code/require-centered-scroll-gutter rule now flags an overflow-auto/overflow-y-auto element that centers its items or wraps an mx-auto/m-auto descendant, unless it reserves a stable gutter or hides its scrollbar in every state. A gutter behind a variant (lg:, dark:) or inside a conditional branch doesn't count. The two image previews it flags are suppressed with a reason, since their image is capped at max-h-full max-w-full and never scrolls. The rule can't see centering inside another component or by text-center, so the provider settings placeholder (centered by <Empty>) and the file error panel were fixed by hand.

Verification:

  • On the unfixed files the rule flags all 8 sites. Fixture checks: [scrollbar-gutter:auto], [scrollbar-gutter:stable_auto], lg:[scrollbar-gutter:stable], dark:scrollbar-gutter-both, ${prefix}scrollbar-gutter-both, a gutter added only by enabled && or one ternary branch, flex-col-reverse items-center, and responsive flex-row lg:flex-col / flex-col md:flex-row with justify-center are all flagged. Unconditional scrollbar-gutter-both, [scrollbar-gutter:stable], [scrollbar-gutter:stable_both-edges], [scrollbar-width:none], and column-only justify-center / row-only items-center pass. The fixed tree lints with 0 errors and no unused directives. Plugin typecheck and the existing 181 plugin tests pass.
  • In a dev server, the launcher, browser empty state, and unreachable page moved -3px before and 0px after, with the resting position unchanged. The preview browser hides scrollbars, so the "scrollbar showing" state was emulated with scrollbar-gutter: stable, which reserves the same 6px lane.
  • Not measured in the app: device panel (needs the device hub), PR unavailable state, provider settings placeholder, and file error panel (need a failure state).
  • Tradeoff: where the column already fills a narrow panel, it now sits 6px further in from each edge. That is the same tradeoff settings and the PR list already make.

The rule exempted a scroller when any branch or breakpoint variant added
a gutter, or when an arbitrary scrollbar-gutter value reserved nothing.
Count only unconditional, unprefixed stable gutters. Also reserve the
gutter on the file preview error panel.
