Copilot review overview
🔵 Needs a closer look
The change's correctness rests on ~30 external PR numbers, commit SHAs, merge dates, and actual per-repo adoption states that cannot be verified from this checkout, and these entries drive the rollout resume procedure, so a maintainer should confirm them against the fleet.

What changed in this PR
This documentation-only PR updates the reusable-workflows rollout tracker in docs/reusable-workflows.md so Stage 1 (merge-bot adoption) and Stage 2 (the validate gates) reflect the fleet's actual ground-truth state, and simplifies the corresponding TODO.md "Outstanding" entry to point at that tracker rather than hand-maintaining an adopter list. It fits the hub's role of carrying fleet ground truth: the rollout-resume procedure reads the first unchecked box per open stage, so stale checkboxes would mis-route future sessions.
Changes:
- Tick the Stage 1 merge-bot boxes for the 12 repos whose ground-truth branch now calls
merge-bot-task.yml, each citing its adopting pull request, commit, and merge date. - Replace the Stage 2 placeholder checkbox with one box per cataloged repo (19 repos in registry order, excluding the hub and the two pilots), ticking adopters with evidence and giving each un-adopted repo a reason.
- Rewrite the
TODO.mdmerge-bot "Outstanding" entry to defer to the Stage 1 list as the adopter tracker while retaining the HomeAutomation-Config direct-to-developpilot note.
I verified against registry/repos.json that the Stage 2 list covers exactly the 19 cataloged repos other than the hub and the two pilots, in registry order; that every ticked box has adoption evidence while every unticked box states why it has not adopted; that Stage 1/Stage 2 citations for the same PR agree; and that no dates are in the future. I also confirmed the many ptr727/repo#N references are permitted here, since the prose gate's issue-ref rule exempts non-instruction Markdown such as trackers and docs/.
